【摘要】:ThisdocumentspecifiesthetechnicalrequirementstominimisethehazardslistedinClause4whichcanarisedur-ingthecommissioning,operationandmaintenanceofAFEwhencarriedoutinaccordancewiththespecificationsgivenbythemanufacturerorhisauthorisedrepresentative.Italsotakesintoaccountsomeperformancerequire-mentsrecognisedasessentialbyauthorities,aircraftandgroundsupportequipment(GSE)manufacturersaswellasairlines,airportsandfuellingcompanies.Thisdocumentappliestoalltypesofaircraftfuellingequipment:—aircraftrefuellers;—hydrantdispensers;—defuellers;—hydrantpitservicingvehicles;—stationarydispensingunits,intendedtoserviceaircraftwithaviationfuelsandtobeoperatedonairfields,heliportsandotheraircraftrefuellingrelatedareassuchasmaintenancebases.NOTE1Ingeneral,theEuropeanAgreementconcerningtheInternationalCarriageofDangerousGoodsbyRoad(ADR)isnotapplicabletoAFEastheyarenotdeemedtobeusedonpublicroads.However,certainrequirementshavebeenconsideredwhendevelopingthisstandard.TheuseofAFEonpublicroadsisnotintendedwiththefollowingexceptions:—transportationoffuelfromtankfarmstorefuellingareas;—maintenancepurposeswithemptycargotanks.NOTE2Thismayincludetheneedoflocaltrafficderogation(seeClause0ofEN1915-1:2001—negotiation).TheintendedfunctionsofAFEare:—loadingfuelfromthetankfarmand/orahydrantsystemtotheAFE;—storageandtransportationoffuel;—fuellingfromtheAFEtotheaircraft;—filtrationofthefuel;—meteringthefuelforatransferofcustody;—defuellingtheaircrafttotheAFE;—flushingfuelfromhydrantsystems;—unloadingAFEtothetankfarmafterdefuellingofanaircraft;—transferringfuelfromoneAFEtoanother.Thisdocumentdoesnotapplyto:—AFEwhoseonlypowersourceforaircraftrefuellingisdirectlyappliedmanualeffort;—hydrantsystems,tankfarms,pipeworkandundergroundtanks;—specifichazardsduetotheoperationoftheAFEinapotentiallyexplosiveatmosphere;—built-infireextinguishersystems.Thisdocumentdoesnotestablishrequirementsfornoiseandvibration.NoiseandvibrationaredealtwithrespectivelyinEN1915-4andEN1915-3.Thisdocumentdoesnotdealwithhazardsinrespecttoastandardautomotivechassisandfromothervehiclesontheapron.ThisdocumentisnotapplicabletoAFEwhicharemanufacturedbeforethedateofpublicationofthisdocumentbyCEN.
